Negara-negara maju di Amerika Utara dan Eropa Barat merasa terancam oleh NIEO dan selalu melontarkan kritik. Menurut profesor ekonomi [[Harry Gordon Johnson|Harry Johnson]], cara paling efisien untuk membantu orang miskin adalah mentransfer sumber daya dari orang mampu ke orang yang membutuhkan. NIEO justru mengusulkan agar negara-negara miskin yang memegang monopoli memanfaatkan transfer tersebut.
