Sejak menjadi Wakil Presiden pada 1999, Abubakar telah memimpin Dewan Privatisasi Nasional. Pada masa ini, ratusan perusahaan publik yang merugi dan dikelola dengan buruk dijual dengan cara yang menimbulkan lebih banyak pertanyaan daripada menjawabnya.
