''Veritatem Facientes'' memberikan sebuah rangkuman akan kesengsaraan dan penindasan gereja di Romania. Sri Paus menyatakan bahwa tulisannya ini adalah satu-satunya jalan untuk menjangkau para umat di Romanis yang telah sangat menderita di beberapa tahun terkahir. Oleh karena itu adalah kewajibannya untuk melayangkan protes dan membela kemerdekaan serta kepentingan Gereja bersama umatnya. Semua uskup dipenjara atau dikirim ke [[Siberia]]. Gereja Yunani-Katolik dinyatakan ilegal. Karena pers Katolik telah disita dan dinyatakan tidak sah, tidak tersedia jalan untuk menjangkau para umat lewat jalur ini pula. Dengan semua suara Katolik dibungkam, adalah suatu hal yang lebih mudah untuk mencap Gereja sebagai musuh negara.
