Pada tahun 1959, von Braun sebagai Kepala Divisi Operasi Pengembangan (''Development Operations Division'') [[Badan Rudal Balistik Angkatan Darat]] (''Army Ballistic Missile Agency'') mengajukan perencanaan [[Proyek Horizon]] kepada [[Angkatan Darat Amerika Serikat]]. Tujuan dari Proyek Horizon adalah mengirim manusia ke Bulan. Meskipun tujuan misi lebih terpusat pada [[Bulan]], von Braun juga menjelaskan dengan detail tentang laboratorium pengorbit yang dibangun berdasarkan tingkat atas Horizon.
