Pada tahun 1970, Badan Direktorat Pusat Mobil dan Traktor Ringan Soviet memulai program pengembangan yang mana akan menggantikan nomor seri AT-P pada Traktor Pembawa Artileri nantinya akan dikembangkan berdasarkan fungsi [[ASU-57]] yang dipakai oleh angkatan udara.
