Arthur]] pada 6 Mei 1882, yang melarang seluruh imigrasi buruh Tionghoa, UU tersebut menyusul [[Traktat Angell 1880]], sebuah set revisi [[Traktat Burlingame]] AS-Tiongkok tahun 1868 yang membolehkan AS untuk menunda [[sejarah Tionghoa Amerika|imigrasi Tionghoa]]. UU tersebut aslinya ditujukan berlaku selama 10 tahun, tetapi diperbarui pada 1892 dengan [[Geary Act]] dan menjadi permanen pada 1902. UU Eksklusi Tionghoa adalah hukum pertama yang dikeluarkan untuk menghalangi sebuah kelompok etnis tertentu dari imigrasi ke Amerika Serikat.
