Pada masa-masa awal Lerik sebagai wali kota administratif, ia memfokuskan penyelesaian masalah kebersihan di kotif Kupang. Lerik juga mengambil tindakan untuk membenahi tata letak kota dengan membangun sejumlah monumen dan patung dan menambahkan lampu kota di sejumlah kecamatan, terutama di Kelurahan Solor dan Lahi Lai Bessi Kopam. He stated that most of the land which was initially intended as an open space in the city had hundreds of houses, markets, and public facilities build over it.
