Pembinaan perdamaian bertujuan melenyapkan penyebab utama atau penyebab yang berpotensi memicu kekerasan, membangun harapan masyarakat bahwa konflik akan berakhir damai, dan mengembalikan kestabilan politik dan sosial-ekonomi. Definisi tetapnya tergantung pada pelaku intervensi. Ada definisi yang menyebutkan secara rinci aktivitas-aktivitas yang tergolong pembinaan perdamaian, dan ada pula definisi yang membatasi pembinaan perdamaian pada intervensi pascakonflik saja.
Pembinaan perdamaian merupakan upaya pemerintah dan masyarakat di tingkat lokal, nasional, dan internasional untuk melenyapkan penyebab utama kekerasan dan menjamin bahwa warga sipil menikmati [[kebebasan dari rasa takut]] (perdamaian negatif), [[kebebasan dari kemiskinan]] (perdamaian positif), dan kebebasan dari rasa hina sebelum, selama, dan setelah konflik bersenjata.
Aktivitas yang dijalankan semasa pembinaan perdamaian tergantung pada situasi dan agen pembinaan perdamaian. Aktivitas pembinaan perdamaian dianggap berhasil apabila mampu menciptakan lingkungan yang mendorong perdamaian jangka panjang; mendamaikan pihak yang saling bermusuhan; mencegah berulangnya konflik; menyatukan masyarakat sipil; membuat mekanisme [[aturan hukum]]; dan menyelesaikan permasalahan struktural dan kemasyarakatan.
