== Masa muda ==
Billy hidup bersama ayah dan saudara laki-lakinya di Chatham. Ia telah ditinggal oleh ayahnya ketika berusia tujuh tahun. Saat usianya beranjak sembilan tahun, ia menderita disleksia dan pernah mengalami pelecehan seksual. Ia pernah menjadi tukang batu di Naval Dockyard selama enam bulan dan menghasilkan lebih dari 600 gambar. Tahun 1978, Billy diterima di St. Martin’s School of Art dan keluar sebulan setelahnya. Ia sempat masuk kembali pada tahun 1980, tetapi ditolak. Ia mendapat gelar doktor dalam bidang seni dari University of Kent pada tahun 2014.<ref name=":0" />
