Di Inggris, klasifikasi NEET terdiri dari orang-orang yang berusia antara 16 dan 24 (16 dan 17 tahun yang masih termasuk dalam usia wajib sekolah); sub-kelompok Neet berusia 16-18 lebih sering menjadi fokus. Di Jepang, klasifikasi terdiri dari orang-orang yang berusia antara 15 dan 34 tahun yang tidak bekerja, tidak terlibat dalam pekerjaan rumah tangga, tidak terdaftar pada sekolah atau pelatihan terkait, dan tidak mencari pekerjaan.
Di Jepang, NEET (ニート) sering kali dikaitkan dengan [[hikikomori]], sebuah masalah sosial di mana seseorang jarang keluar rumah dan hanya berdiam diri di dalam kamar selama berhari-hari bahkan berbulan-bulan. Kebanyakan orang yang melakukan hikikomori termasuk kategori NEET. Istilah ''[[freeter]]'' (フリーター) dapat pula disetarakan sebagai NEET karena hal ini juga merujuk pada seseorang yang mendapatkan gaji sedikit di kerja paruh waktu atau orang yang sama sekali tidak bekerja pada rentang usia 15 - 34 tahun (kecuali ibu rumah tangga).
Di Indonesia sendiri, mereka tidak mengenal istilah NEET. Istilah ini lebih dekat dengan pengangguran, orang yang putus sekolah/kuliah, ataupun beban keluarga. Beban keluarga adalah anggota keluarga yang membebani orang tuanya.▼
