Pada 1 Desember 1942, [[Jenderal]] Britania Sir [[Archibald Wavell]], panglima tertinggi [[Palagan Timur Jauh dalam Perang Dunia II|Palagan Timur Jauh]], setuju dengan Jenderal Amerika [[Joseph Stilwell|Stilwell]] untuk menjadikan Jalan Raya Ledo sebagai operasi [[Komando Area Tempur Utara|NCAC]].
