Hierarki menentukan pejabat mana yang akan menjalankan tugas Direktur apabila Direktur meninggal dunia, mundur, atau tidak mampu menjalankan tugasnya. Pejabat tersebut akan diberi gelar Pelaksana Tugas Direktur (''Acting Director'').
Apabila pejabat bersangkutan sudah menjabat dalam kapasitas sementara atau tidak dilindungi oleh [[Federal Vacancies Reform Act of 1998]], hierarkinya berlanjut ke pejabat di bawahnya.
