Reformasi pertama adalah pemberlakuan kuota susu pada tahun 1984,{{sfnp|Delayen|2007|p=2}} mengikuti sistem kuota produksi yang sudah diterapkan pada gula.{{sfnp|European Commission|2017a}} Kelebihan jumlah produksi mengakibatkan turunnya harga susu domestik, peternak sapi perah banyak yang merugi. Kuota susu diberlakukan sebagai upaya untuk mengendalikan produksi susu, memotong surplus dan pengeluaran Uni Eropa secara keseluruhan.
