Ong menempuh pendidikan menengah di [[:en:Anglo-Chinese School (Independent)|Anglo-Chinese School (Independent)]] yang kemudian melanjutkan pendidikan ke [[:en:National Junior College|National Junior College]] sebelum ia memperoleh Beasiswa dari [[Angkatan Bersenjata Singapura]] pada tahun 1994 untuk melanjutkan pendidikan di [[London School of Economics]] yang dimana ia lulus dengan gelar Sarjana Sains ([[Bachelor of Science|BS]]). Ong terdaftar sebagai prajurit [[Angkatan Bersenjata Singapura]] pada Januari 1994 dan dilantik sebagai perwira [[infanteri]] pada bulan Oktober di tahun yang sama.
 
Ong pernah menduduki sejumlah jabatan diantaranya sebagai Komandan [[:en:Guards (Singapore Army)|Brigade Infanteri ke-7 Singapura]] pada tahun 2010 hingga tahun 2011 dan kemudian pernah menjabat sebagai Kepala Departemen Rencana Bersama dan Transformasi.
