From [[1998]] to [[1999]] Kulov was mayor of [[Bishkek]] and became a popular figure in the city. In 1999 he participated in the formation of the political party Ar-Namys, becoming its first leader. In February [[2000]] he announced his intention to run for parliament; the following month he was arrested, and on [[January 22]], [[2001]] he was sentenced by a military court to seven years' imprisonment on corruption charges.

Kulov initially announced his intention to stand as a candidate for President in the elections scheduled for [[July 10]].
