Pada bulan Maret 2016, dilaporkan bahwa AFF merenungkan perubahan pada format turnamen karena kegagalan untuk menarik kerumunan besar untuk pertandingan yang tidak melibatkan negara tuan rumah. Hal itu kemudian dikonfirmasi oleh AFF yang dimulai dengan edisi 2018, sebuah format baru akan diterapkan. Sembilan tim dengan peringkat tertinggi secara otomatis lolos ke peringkat 10 dan peringkat 11 yang bermain dalam kualifikasi berkaki dua. Ke-10 tim akan dibagi dalam dua kelompok lima dan memainkan sistem round robin dengan masing-masing tim bermain dua laga kandang dan tandang. Hasil imbang akan dibuat untuk menentukan di mana tim bermain saat format putaran sistem gugur tidak akan berubah.
