Jenderal [[Douglas MacArthur]] sebagai komandan di wilayah Pasifik Barat Daya berperan sebagai pemimpin pasukan Sekutu. MacArthur mendirikan basis militer di [[Melbourne]], [[Brisbane]] dan [[Manila]]. Pasukan Jepang Divisi ke-8, di bawah pimpinan Jenderal [[Hitoshi Imamura]], bertanggung jawab untuk merebut Nugini dan Solomon dengan pusat di Rabaul. Sedangkan Pasukan Jepang Divisi ke-18, dipimpin oleh Letnan Jenderal [[Hatazō Adachi]], bertanggung jawab untuk mempertahankan Nugini dari serangan Sekutu.
