Licona dibesarkan dalam sebuah keluarga Kristen dan menjadi orang Kristen pada usia 10 tahun.
Licona meraih gelar Ph.D. dalam bidang Studi Perjanjian Baru ([[University of Pretoria]]) berpredikat "with distinction" dan nilai tertingggi, sekaligus gelar M.A. dalam bidang Religious Studies dari [[Liberty University]]. Ia pernah menjadi Apologetics Coordinator pada North American Mission Board ([[Southern Baptist]] Convention) sampai tahun 2011.
