Lahir di [[Kaiyuan, Liaoning|Kaiyuan]], [[Liaoning|Provinsi Liaoning]], ia menjabat dibawah pengarahan [[Guominjun]]. Ia pertama kali dikirim ke [[Xinjiang]] untuk bekerja kepada Gubernur [[Jin Shuren]] pada 1930.

 

Sheng memiliki empat anak dari istrinya.
