Ia lahir di [[Ålesund|Alesund]] dari pasangan Johan B. Hurlen dan Emma Hildre. Pada tahun 1943 ia menikah Oline Oseasen Midthassel.
Hurlen menjabat sebagai kepala eksekutifieksekutif [[Kongsberg Våpenfabrikk]] dari tahun 1956 sampai tahun 1975 dan dari tahun 1962 sampai 1972 ia juga menjadi kepala eksekutif [[Raufoss Ammunisjonsfabrikker]].
