Pria berketurunan [[Palestina]] ini lahir di [[San Ignacio Cayo]] dan berpendidikan di Belize (dahulu Honduras Britania). Ia studi [[hukum]] di [[Universitas Manchester]] di [[Inggris]]. Ia memperoleh penghargaan (Honours Degree) di bidang hukum pada [[1966]]. Ia adalah empat dari sembilan bersaudara anak pasangan Hamid dan Aurora Musa.
