The whole complex of governmental responsibilities must be relinquished by the Mandatory Government for the whole of Palestine on an appointed day. As I have indicated, once our military withdrawal is properly under way, the forces necessary for exercising this responsibility will no longer be adequately available, and it will not, therefore, be possible to retain full mandatory responsibility after a certain date.
