::Hi, to answer both of your questions, based on the total CheckUser data collected in this case, combined with the pattern for most of these accounts/IPs (editing Fazily's user page or other pages related to Fazily), I find it unlikely that this would just be a coincidence. Based on the CU data, it is also likely that they are the same user as an LTA ([[WP:LTA/Anti-Fazily]]), where the behaviorial pattern also seem to match, so yes, the IPs being detected by the abuse filter likely belong to Fazily.
