Pendakwaan dimulai di Dewan Perwakilan Rakyat tempat pasal pendakwaan disusun. Pasal ini kemudian diundi oleh anggota Dewan Perwakilan Rakyat. Tiap-tiap pasal diundi secara terpisah dan memerlukan mayoritas sederhana untuk lolos. Begitu sebuah pasal disahkan di Dewan Perwakilan Rakyat, presiden didakwa. Pasal tersebut kemudian dikirim ke Senat untuk diadili dengan sidang pendakwaanpembuktian. If impeachment and conviction were to occur before Trump's term ends, it would make Pence the 46th president with immediate effect, and Trump the first president in United States history to be convicted in an impeachment trial.
