Sistem Liga Nasional ini terdiri dari tujuh tingkat (disebut dengan: ''step'') dan langsung berada di bawah tingkat [[Liga Utama Inggris|Liga Primer]] dan [[The Football League|Football League]]. Sistem ini beranggota 91 kompetisi liga-liga regional dengan lebih dari 1.600 klub, dan operasionalnya ditangani langsung oleh [[The Football Association|Assosiasi Sepak Bola Inggris (FA)]]<ref>{{cite web|url=http://news.bbc.co.uk/sport2/hi/football/eng_conf/7201054.stm|title=Guide to the Non-League Pyramid|publisher=BBC Sport|accessdate=14 Agustus 2012}}</ref>. Sistem Liga Nasional memiliki format hirarki dengan promosi dan degradasi antara liga pada tingkat yang berbeda.
Saat ini sistem liga nasional baru saja mengalami penataan ulang. Fase pertama mulai dioperasikan di tahun 2004-05. Pada awal musim 2006-07, fase dua diperkenalkan, dan fase ketiga selanjutnya dimulai pada tahun 2007-08 yang diawali dengan liga step 4 kedua di utara Inggris.

Sistem Liga Nasional ini juga tergabung langsung dengan [[Sistem liga sepak bola Inggris|sistem piramida liga sepak bola Inggris]] secara keseluruhan. Sistem Liga Nasional dimulai dari tingkat-5 dalam sistem piramida liga nasional di [[Inggris]].
Bagian atas Sistem Liga Nasional adalah [[Football Conference]]. Divisi teratas adalah [[Conference National]] adalah satu-satunya divisi dalam sistem yang diselenggarakan secara nasional, sementara divisi dibawahnya diselenggarakan secara regional. Meskipun Conference National bukan termasuk dalam divisi di [[The Football League|Football League]] namun dua tim teratas dari Conference National dapat mencapai promosi ke divisi [[Football League Two]] (divisi terendah dari Football League) setiap musim.
Di bawah divisi Conference National, tingkat-tingkat berikutnya memiliki liga yang semakin banyak dan mencakup wilayah geografis yang lebih kecil. Beberapa liga bahkan memiliki lebih dari satu divisi. Pada tingkat yang lebih rendah keberadaan liga menjadi terputus-putus, meskipun di beberapa daerah ada yang mempunyai hingga dua puluh tingkatan.

Komite Sistem Liga Nasional FA menentukan promosi dan degradasi antara liga, terutama berdasarkan lokasi. Komite NLS FA juga memiliki kekuatan untuk mentransfer klub antara divisi dan bahkan liga pada tingkat yang sama dari piramida apabila dipandang perlu untuk menjaga keseimbangan kondisi geografis dan jumlah antara divisi dan liga di setiap tingkatan<ref name="definisi"/>.
