Harry Lloyd Hopkins (17 Agustus 1890 – 29 Januari 1946) adalah Menteri Perdagangan Amerika Serikat ke-8, dan penasehat terdekat Presiden Franklin Delano Roosevelt untuk kebijakan luar negeri pada Perang Dunia II. Ia adalah salah satu arsitek New Deal,[1] khususnya program-program pemulihan Works Progress Administration (WPA)
