Cleanup in licenses

I think that a cleanup in licenses is needed.

Per Wikimedia Foundation resolution it is NOT ALLOWED to have non-commercial or no-derivate files on Wikipedia. So the licenses that include "nc" or "nd" should be removed from the list of licenses.

WMF decided long ago that GFDL was not a good license so they changed to Cc-by-sa-3.0. Therefore GFDL should be avoided whenever possible. So we should not make GFDL the first suggestion. We should suggest Cc-by-sa-3.0 or a dual license with GFDL|Cc-by-sa-3.0. If users want to use GFDL alone they should add it manually.

Therefore I suggest these changes:

• Lisensi bebas, karya Anda sendiri:
  • GFDL-self|GFDL - remove
  • Self|Cc-by-3.0|Beri atribusi - make this the second one
  • Self|Cc-by-nc-3.0|Beri atribusi, tidak untuk komersial - remove
  • Self|Cc-by-nc-nd-3.0|Beri atribusi, tidak untuk komersial, tidak boleh diturunkan - remove
  • Self|Cc-by-nc-sa-3.0|Beri atribusi, tidak untuk komersial, turunan gunakan lisensi serupa - remove
  • Self|Cc-by-nd-3.0|Beri atribusi, tidak boleh diturunkan - remove
  • Self|Cc-by-sa-3.0|Beri atribusi, turunan gunakan lisensi serupa - make this the first one
  • Self|Cc-by-sa-3.0|GFDL|Beri atribusi, turunan gunakan lisensi serupa - add and make this the third one
• Lisensi bebas, karya orang lain: - add (remember to document the permission by link or mail to OTRS)

  • DU-Lama|Domain umum (hak cipta sudah berakhir) - move up under "Lisensi bebas, karya orang lain"
  • DU-Pembuat|Domain umum oleh sang pembuat - move up under "Lisensi bebas, karya orang lain"
  • DU-Sendiri|Domain umum oleh saya - move up under "Lisensi bebas, karya Anda sendiri"

Hm... No I don´t think there is.. On lb:MediaWiki:Licenses there is a text "Denkt dru fir d'Autorisatioun ze dokumentéieren" meaning something like "remember to document the permission".

Here is a few otheres that should be removed:

• Templat:Foto-foto.com says it is no longer valid so it should also be removed.
• Templat:HakCiptaGambarNonkomersial has the same problem as the "nc" license that was removed yesterday so it should also be removed
