Maskapai ini dibentuk pada tahun 2012 sebagai usaha bersama antara China Eastern Airlines dan Qantas.[2][3]
Pada 6 Juni 2013, Shun Tak Holdings, konglomerat di Hong Kong dan Macau yang dikelola oleh Pansy Ho menginvestasikan $66.000.000 untuk saham 33,3% dengan China Eastern Airlines dan Qantas.[4] Jetstar Hong Kong merupakan anak perusahaan dari Shun Tak Holdings bawah Listing Rules.[5]

The airline venture originally planned to commence its services in late-2012, but it has been awaiting the receipt of approval from the Hong Kong government. Under the Basic Law of Hong Kong, the government has the authority to issue airline licences to companies incorporated in Hong Kong and having principal place of business in the territory.
On 6 June 2013, it was announced that Shun Tak Holdings had acquired a 33.3% stake of Jetstar Hong Kong. Each investor now held an equal stake in the budget airline.[6][7] Jetstar Hong Kong has a local CEO, Chairman and Hong Kong Permanent Resident majority Board.
In June 2013, the Transport and Housing Bureau said the government the regime for designation of local carriers is being reviewed and it will not process any application from new airlines before the completion of the review. [8] The Transport and Housing Bureau later said in April 2014 that the Hong Kong government's review on the framework for designation of Hong Kong airlines has been completed.[9]
In February 2014, its the Company Registry was updated to reflect the changes made to the shareholders voting structure and the appointment of two new board members from local investor Shun Tak Holdings. Its shareholding structure was changed to give local investor Shun Tak Holdings 51% shareholding voting rights with China Eastern Airlines and Qantas each retaining 24.5%.[10]
Currently Jetstar Hong Kong is continuing to progress through the regulatory approval process. One of the next steps involve a public inquiry for Jetstar Hong Kong's application for Air Transport Licence is scheduled for early 2015. [11] The Air Transport Licence application was gazetted in August 2013 [12] but faced objections from Cathay Pacific, Dragonair, Hong Kong Airlines and Hong Kong Express. Its Air Operators Certificate was lodged in August 2012. [13]

Jetstar Hong Kong has submitted application to operate scheduled air service for up to 129 routes out of Hong Kong, according to document published by the Licensing Authority of Hong Kong. Below is the list of routes Jetstar has applied for:

Armada
Jetstar Hong Kong direncanakan akan menggunakan 18 pesawat Airbus A320.
Hingga August 2014, Jetstar Hong Kong mengkonfirmasi telah menjual Airbus A320s, dan menjual 3 pesawat kembali pada April 2014.[1]
