Setelah itu, usaha mendirikan partai politik menghadapi jalan buntu disebabkan oleh [[Pendaftar Pertubuhan]] ''(Registry of Societies)''. Maka gerakan Reformasi memutuskan untuk mengambil alih sebuah partai kecil yang telah terdaftar iaitu [[Ikatan Masyarakat Islam Malaysia]] yang didirikan pada 1990. Peluncuran Partai Keadilan Nasional diadakan pada 4 [[April]] 1999.
