(Mau diredaksikan ke artikel, tapi belum sempat kasih referensi.) Zainal Bakar bersama 43 mantan anggota DPRD Sumbar dijerat kasus dugaan korupsi penyimpangan APBD Sumbar Tahun 2002 sebesar Rp5,9 miliar. DPRD Sumbar periode 1999-2004 bersama Gubernur Sumbar kala itu, Zainal Bakar menetapkan Perda Nomor 2 Tahun 2002 tentang APBD Sumbar. Kasusnya sudah dinyatakan P21, tapi karena terkendala pemeriksaan karena kesehatannya, kasusnya di-SP3-kan. Setelah itu, Kajati Sumbar berganti-ganti dari Basuni Masyari, Achmad djainuri, Agoes Djaja Muhammad, Hamid Bagindo Fahmi, Muchta Arifin, Antasari Azhar.
