Tiga tahun kemudian, berdasarkan surat keputusan menteri PTIP tanggal 8 November 1965, Hadikoemoro

Setelah empat tahun menjadi asisten rektor, pada 21 Agustus 1970, Soekisno diangkat oleh Presiden [[Soeharto]] sebagai Rektor Universitas Cenderawasih menggantikan Kolonel August Marpaung. Ia kemudian merangkap jabatan sebagai penjabat sementara Kepala Perwakilan Daerah Kementerian Pendidikan dan Kebudayaan di Irian Jaya terhitung mulai tanggal 1 Maret 1971.{{Sfn|Soegito|Ds.|1983|p=83}}
