''Kartu Clow'' dibuat di [[Hong Kong]] oleh penyihir [[Clow Reed]]. Kartu-kartu tersebut merupakan kombinasi dari sihir Barat dan Timur yang membentuk basis suatu jenis sihir baru yang tidak sama dengan apapun.
Sebagai tambahan, ia menugaskan dua mahluk gaib (yang ia ciptakan) untuk menjaga Kartu Clow--[[Cerberus (Cardcaptor Sakura)|Cerberus]] (mahluk berbentuk singa berwarna emas dan bersayap dalam sampul depan Buku Clow) dan [[Yue (Cardcaptor Sakura)|Yue]] (mahluk berbentuk bulan sabit bersayap dalam sampul belakang Buku Clow). Dua penjaga tersebut menanti seseorang yang akan menjadi pemilik baru Cartu Clow, dengan Cerberus sebagai Penyegel dan Pemilih, menjadi penganjur calon baru dan Yue, sebagai Penentu, yang memutuskan keputusan akhir.
